MINUTES
Town of Clover Plan Commission
Tuesday June 10, 2025
Historic Gym
Call to Order: 7 pm
Roll Call: Pete Berton, James Stemwedel, Katherine Merrill, and Keith Koenning (chair)
Audience Attendance: None
Announcements:
1) TPC member James Stemwedel’s (member since 2019) reappointed for a three year term expiring April 2028.
2) TPC Member Pete Berton and Town Chair Mark Pope attended the June 2 Ashland and Bayfield Counties Towns meeting. The subject of comprehensive planning was on the agenda.
3) Kristle Majchrzak (April 6, 2021 TPC meeting). Bayfield County denied a Conditional Use Permit for Irrigation Facilities, Canals, Dams, Reservoirs, etc., in R-RB zoning. Ms. Majchrzak appealed administratively and in the courts, and on January 16, 2025, the Wisconsin Supreme Court in a 5-2 decision declined to review her appeal.
New Business:
Class A Special Use Permit for RV placement for more than four months by Richard J. Miller at 88745 Bark Point Rd, in R-RB zoning. TPC Guidelines adopted in March 2014 provide that there is to be a Town of Clover approved driveway, a Bayfield County address sign, and a Bayfield County approved sanitary system before RV placement. The Guidelines suggest an initial placement term of two years. The TPC recommended approval for two-year terms for the three most recent RV placement permits (September 2020, February 2022 and November 2024).
Consensus recommendation for approval to the Town Board with the following conditions: 1) Town approved driveway; 2) Bayfield County address sign; 3) A Bayfield County approved sanitary system; 4) Permit expires July 2027 and the RV must be removed; 5) Permit not transferrable if the property is sold.
The 2023-2043 Comprehensive Plan in the Housing element Goal 1 discourages travel trailers as “permanent” residential quarters on private property. The Zoning Code prohibits use of a recreational vehicle as a permanent residence and the Comprehensive Plan use of parentheses around the word permanent is interpreted to mean long term or permanent placement of an RV even for occasional use.
Future Business: The Town was notified on January 18, 2024 by Randy M. Lund, Lund Engineering, agent for the Beach Resort, of the intent to apply for a Conditional Use Permit for a 15 site campground/RV park on the R-RB zoned Beach Resort Property. The application is on hold until issues of parcel boundaries are resolved. A civil case addressing parcel boundaries is pending in the Bayfield County Circuit Court and is next on the Court calendar for August 4, 2025.
Adjournment: 7:15 pm
Minutes prepared on June 10 by the Plan Commission Chair, Keith Koenning, and questions may be directed to him at keith.koenning@gmail.com or 715-774-3475.
