Town of Clover – Meeting Minutes

Board Meeting

November 12, 2025, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Randy Kohlman, Tracy Gillespey, Erik Felt, Donna Lundin and Kristin Mintzlaff. Not present: Brandon Madison.

In attendance: Mark Filonowich, Pete Burton, Roger Pikus, Mershawn Pikus, Patty Carpenter, Janet Newberg, Dave Newberg and John Mundahl.

Approval of agenda

Motion by: Erik Felt/sRandy Kohlman to approve the November 12, 2025, agenda.

Carried unanimously.

 

Public comment (3-minute limit).

Mark Filonowich read a letter submitted by Katherine Merrill to the town board regarding approval of STR Shooting Star.  In the letter it categorized her concern for public safety regarding beach fires.  Also concerns of lights being left on all night and incessive dogs barking.

 

Approval of minutes of October 8, 2025, Board Meeting.

Motion by: Erik Felt/sDonna Lundin to approve the minutes of October 8, 2025, Town of Clover Board Meeting.  Carried unanimously.

 

Approval of minutes of October 15, 2025, Special Board Meeting.

Motion by: Erik Felt/sDonna Lundin to approve the minutes of the October 15, 2025, special board meeting with spelling correction made.  Carried unanimously.

 

Approval of the Treasurer’s report.

Motion by: Erik Felt/sRandy Kohlman to approve the October 2025 Treasurer’s report.

Carried unanimously.

 

Approval of expenditures* See batch T-1112.

Motion by: Randy Kohlman/sErik Felt to approve batch T-1112.  Carried unanimously.

 

Business: Discussion and action may occur on any of the following agenda items.

 

Contributing to the Adopt a dumpster program.

Motion by: Erik Felt/sMark Pope to adopt a dumpster for $150.00 through Bayfield County Land and Water Conservation Department.

Carried unanimously.

Approval of STR application for Dondi Schwartz and Kris Hansen.

Motion by: Randy Kohlman/sDonna Lundin to approve STR application for Dondi Schwartz and Kris Hansen with the stipulation of house rules provided by the STR owners and the Management provider be followed.

1 refusal 3 yes carried unanimously.

 

Opening beach parking lot.

Motion by: Mark Pope/sErik Felt to Defer at this time.  Leave the parking lot open until the Town Board can look at the campground plan.

Carried unanimously.

 

Updated application for gym/pavilion use for the Town of Clover.

Motion by: Erik Felt/sRandy Kohlman to accept updated application.  Motion by Erik Felt to amend his motion to accept gym/pavilion application with the changes of a $10 fee for residents to use the electrical power and a $40 fee for non-residents to use electrical power.  Wording needs to be changed to electrical fee charge.

Carried unanimously.

 

Adoption of the 2026 proposed Town of Clover budget.

Motion by: Randy Kohlman/sDonna Lundin to adopt the 2026 Town of Clover budget.

Carried unanimously.

 

Reports

Town Plan Commission: Pope

No meeting was held.

 

Fire Department: Felt

No calls.  Fire Department helped Sanitary District by flushing out the system.

 

Ambulance: Felt

3 calls.  Erik expressed the loss of Laurie Gucinski and what an asset she was to the department and the surrounding communities.

 

Campground: Patty Carpenter

Patty stated that the campground has permits for the 3 campsites that they wanted to put in.  The campground has been short staffed this year and they were unable to put the campsites in.  Vehicles that would be parked in the parking lot would block the view that the RV sites would have of the lake.  Patty would like to put up some kind of gate when the campground is closed for the season.

 

Playground: Pope

The Doll House is wrapped for the winter months.

 

Cemetery: Pope

No report

 

Roads: Pope

With the warmer weather the town crew is hoping to get the grader out to work on the roads.  LRIP grant is now at 70-30.  Cooper Engineering will submit the information for the grant.

 

Boat Launch/Bark Bay Slough: Pope

Dock is pulled at the boat launch, and the dock will be pulled at the Bark Bay Slough on November 14, 2025.

 

Gym: Pope

Once new door is ordered it will take 7 weeks to receive it.  Mark Pope and Erik Felt need to discuss a key fob unit for the new door.
