Board Meeting

December 10, 2025, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Erik Felt, Donna Lundin, Brandon Madison, Randy Kohlman (by phone) and Kristin Mintzlaff. Not present: Tracy Gillespey.

In attendance: Mark Filonowich, Pete Burton and Lois Palmer.

Pledge of Allegiance

Approval of agenda.

Motion by: Erik Felt/sBrandon Madison to approve the December 10, 2025, agenda.

Carried unanimously.

Public comment (3-minute limit).

Approval of minutes.

Approval of minutes of November 12, 2025, Meeting of the Electors.

Motion by: Erik Felt/sDonna Lundin to approve the minutes of the November 12, 2025, Meeting of the Electors.

Carried unanimously.

 

Approval of minutes of November 12, 2025, Town Board Meeting.

Motion by: Randy Kohlman/sErik Felt to approve the minutes of November 12, 2025, Town of Clover Board Meeting.   

Carried unanimously.

 

Approval of the Treasurer’s report.

 

November 2025

Motion by: Brandon Madison/sDonna Lundin to approve the November 2025 Treasurer’s report.

Carried unanimously.

 

Approval of expenditures* See batch T-1210.

Motion by: Erik Felt/sDonna Lundin to approve batch T-1210.

Carried unanimously.

 

Business: Discussion and action may occur on any of the following agenda items.

Set date and time for January Caucus-January 10th at 10:00 am.

Motion by: Donna Lundin/sErik Felt to set the Town of Clover Caucus for January 10th, 2026, at 10:00 am.

Carried unanimously.

 

Approval of application for loan through Board of Commissioners of Public Lands.

Motion by: Erik Felt/sDonna Lundin to approve the application for the borrowing of $214,000 from Board of Commissioners of Public Lands.

Carried unanimously.

Motion by: Erik Felt/sDonna Lundin to approve the borrowing resolution from Board of Commissioners of Public Lands as read.

Carried unanimously.

 

Mileage reimbursement for town business at state rate of 70 cents per mile.

Motion by: Donna Lundin/sErik Felt to approve mileage reimbursement for town board business at the state rate of 70 cents per mile.

Carried unanimously.

 

Campground plan review.

Discussion to leave the parking lot alone and put the bench back in the spring.

By consensus.

 

Website calendar.

Discussion to have Pete Berton meet with Kristin Mintzlaff to work on web calendar.

 

STR approval for Nate and Chelsea Mikle.

Motion by: Brandon Madison/sErik Felt to approve STR for Nate and Chelsea Mikle.

Carried unanimously.

 

Reports

Town Plan Commission: Pope

Meeting was held on December 2, 2025, to review the Comprehensive Plan’s recommendations.

Fire Department: Felt

No calls.  Maintenance on Truck.  CPR recertification.

 

Ambulance: Felt

No Report.

 

Campground: Pope

Brandon Madison will be the board representative for the campground.

 

Playground: Madison

No report.

 

Cemetery: Madison/Pope

4 plots have been purchased.  Donna Lundin will be the board representative for the cemetery.

 

Roads: Pope

Guard rail has been installed on Campbell Road. The town crew has been snowplowing.

 

Boat Launch/Bark Bay Slough: Pope

The state put in a log for boats to be tied up to.

 

Gym: Pope

A security box has been ordered for the gym thermostat.

The Herbster Community Club will be hosting a Holiday Cookie Party at the Herbster Gym on Sunday December 14, 2025, from 2 to 4 pm.
