Town of Clover – Meeting Minutes

Board Meeting

January 14, 2026, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Randy Kohlman, Brandon Madison, Tracy Gillespey and Kristin Mintzlaff. Not present: Erik Felt and Donna Lundin.

In attendance: Mark Filonowich, Roger Pikus, John Mundahl, Frank Draft, Rob Schierman, Molly Larson, Lois Palmer and Maureen Felt.

Approval of agenda

Motion by: Brandon Madison/sRandy Kohlman to approve the January 14, 2026, agenda.

Carried unanimously.

 

Public comment (3-minute limit).

Rob Schierman and Lois Palmer made public comments regarding their concerns about the plowing of roads.

 

Approval of minutes of December 10, 2025, Board Meeting.

Motion by: Randy Kohlman/sBrandon Madison to approve the minutes of December 10, 2025, Town of Clover Board Meeting.

Carried unanimously.

 

Approval of the Treasurer’s report.

December 2025

Motion by: Brandon Madison/sRandy Kohlman to approve the December 2025 Treasurer’s report.

Carried unanimously.

 

Approval of expenditures* See batch T-0114.

Motion by: Randy Kohlman/sBrandon Madison to approve batch T-0114.  Carried unanimously.

 

Business: Discussion and action may occur on any of the following agenda items.

 

Snowplowing of roads.  Discussion was had.  Mark Pope contacted the snowmobile alliance who talked with the groomer.  The snowmobile alliance will purchase a culvert to be put in by the town crew by Busche Town Road.  Old 13 needs to be kept sanded for the sewer trucks.  Mark will meet with the two haulers in the future.

 

Resolution for road right away.  Discussion was had with Frank Draft. Mark Pope will contact the Town Attorney to get the position of the Township.

 

Herbster Community Club.  Discussion was had.  Maureen Felt would like to remind the community of the upcoming Chili dinner on January 24^th.  Also requested that the board donate to the Herbster Community Club a door prize for the Smelt Fry of a five-day reservation at the Herbster campground.  Brandon Madison will contact Patty Carpenter regarding this.  Carried by consensus.

 

Board of Review Certification Training March 28, 2026.  Board members will look at their calendars to see if they are available to attend the BOR training on that date.

 

Town Plan Commission: Pope

No meeting was held.

 

Fire Department: Felt

No report.

 

Ambulance: Felt

No report.

 

Campground: Brandon Madison

Reservations opened for the campground on January 1^st, 2026.  Patty Carpenter is in the process of looking for a campground host and back up host.

 

Playground: Madison

No report

 

Cemetery: Lundin

No report

 

Roads: Pope

Mark Pope will talk with the town crew regarding plowing during snowstorms.  During snowstorms the plows will focus first on main roads, school bus routes and then driveways.

 

Boat Launch/Bark Bay Slough: Pope

No boats have been going out.

 

Gym: Pope

The new door for the gym has been ordered and will take 8 to 9 weeks to arrive.
