Board Meeting

October 15, 2025, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Brandon Madison, Randy Kohlman, Tracy Gillespey, Erik Felt (by phone). Not present: Kristin Mintzlaff.

In attendance: Lois Palmer, Pete Burton, Elizabeth Stevens and Donna Lundin.

Approval of agenda

Motion by: Randy Kohlman/sBrandon Madison to approve the October 15, 2025, agenda.

Carried unanimously.

 

Public comment (3-minute limit).

 

Approval of minutes of September 10, 2025, Board Meeting.

Motion by: Randy Kohlman/sBrandon Madison to approve the minutes of September 10, 2025, Town of Clover Board Meeting.  Carried unanimously.

 

Approval of minutes of September 29, 2025, Special Board Meeting.

Motion by: Randy Kohlman/sMark Pope to approve the minutes of the September 29, 2025, special board meeting.  Carried unanimously.

 

Approval of the Treasurer’s report.

Motion by: Brandon Madison/sRandy Kohlman to approve the September 2025 Treasurer’s report.

Carried unanimously.

 

Approval of expenditures* See batch T-1008.

Motion by: Brandon Madison/sRandy Kohlman to approve batch T-1008.  Carried unanimously.

 

Business: Discussion and action may occur on any of the following agenda items.

 

Resignation of Town Supervisor.

Motion by: Brandon Madison/sRandy Kohlman to accept the resignation of Town Supervisor Jack Smith.

Carried unanimously.

 

Appointment of Town Supervisor Donna Lundin to fill the rest of the term.

Motion by: Randy Kohlman/sBrandon Madison to appoint Donna Lundin affective immediately to fill the rest of the term for town supervisor.

Carried unanimously.

 

Setting the date for the elector’s meeting for the town budget.

The elector’s meeting will be held on November 12, 2025, at 6:00 p.m.

Purchase of new town plow truck.

Motion by: Brandon Madison/sErik Felt to purchase an International 2026 HV507 Dump Truck.

Carried unanimously.

 

Financial loan to purchase town plow truck will be through Board of Commissioners of Public Lands.

Motion by: Brandon Madison/sRandy Kohlman to go through Board of Commissioners of Public Lands to finance the 2026 truck at 5% for 3 years.

Carried unanimously.

 

Review of budget worksheet.

Supervisors are to email the town clerk with decisions regarding budget worksheet.

Town Plan Commission: Pope

No meeting was held.

 

Fire Department: Felt

No report.

 

Ambulance: Felt

No report.

 

Campground: Pope

Campground is closed for the season.  Electrical issues have been fixed.

 

Playground: Madison

No report

 

Cemetery: Madison

1 burial. 2 plots sold.

 

Roads: Pope

Gravel spread.  Culver was installed on Campbell Road by DNR.  Guard rail to be installed this fall.

Boat Launch/Bark Bay Slough: Pope

No report.

 

Gym: Pope

The new gym door will be installed by Schaurfnagel.
