Board Meeting

July 9, 2025, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:02 pm

Roll call:  Mark Pope, Jack Smith, Brandon Madison, Randy Kohlman, Tracy Gillespey and Kristin Mintzlaff.  Not present: Erik Felt.

In attendance: Mark Filonowich, John Mundahl, Katherine Merrill, Bill Bailey, Ryan VanLanduyt, Lois Palmer, Patty Carpenter, Morgan Gerk and Maureen Felt.

Approval of agenda

Motion by: Brandon Madison/sRandy Kohlman to approve the July 9, 2025, agenda.  Carried unanimously.

Approval of minutes of June 11, 2025, Board Meeting.

Motion by: Jack Smith/sRandy Kohlman to approve the minutes of the June 11, 2025, Town of Clover Board Meeting.  Carried unanimously.

Approval of minutes of June 23, 2025, Special Board Meeting.

Motion by: Randy Kohlman/sJack Smith to approve the minutes of the June 23, 2025, special board meeting.  Carried unanimously.

Approval of the Treasurer’s report.

Approval of expenditures* See batch T-0709.

Motion by: Brandon Madison/sRandy Kohlman to approve batch T-0709.  Carried unanimously.

Business: Discussion and action may occur on any of the following agenda items.

Ryan VanLanduyt –Energy Specialist Bayfield County

Funding is still available for the project.  Project will be out for bid later this year or next spring.

Servers License

Motion by: Jack Smith/sRandy Kohlman to approve the servers license for Brenden Walson

One abstention. Carried Unanimously.

Transient Merchant Permit

Motion by: Mark Pope/sBrandon Madison to deny the Transient Merchant permit for Apostle Island Fishing Tours, LLC.  Carried Unanimously.

Herbster Community Club-Pavillion/Liquor License

Motion by: Brandon Madison/sJack Smith to approve a Class B liquor license to the Herbster Community Club for the Corn and Brat fry on August 16, 2025.  Carried Unanimously.

Electrical installation for the Town Pavilliion-Defer

LRIP Grant discussion-Working on the grant

ARIP Grant discussion-The Town does not meet grant requirements

FLAP Grant discussion-Working on submitting grand

Audit update-The cost for the audit would range from $10,000.00 to $20,000.00.  There are no local firms that conduct audits.

Town Website-To receive Town agendas and meeting minutes please go to the Town Website herbsterwisconsin.com.  On the bottom of the home page there is a sign up.  Fill in your name and email address and submit.  You will get a confirmation email, and you must confirm that email.

Town Plan Commission: Pope

No meeting was held.

Fire Department: Felt

No report

Ambulance: Felt

Campground: Smith

Interviewing for a new campground host.  Patty Carpenter is stepping into that position until it is filled.  The campground is a little above income from last year.

Playground: Madison

Several people are requesting a port a potty for the playground.  One will be ordered.

Cemetery: Madison

One burial on June 28, 2025.

Roads: Pope

Ditching roads and spreading calcium chloride.  Culvert replacement on Campbell Road possibly the end of August or September with no cost to the Town.

Boat Launch/Bark Bay Slough: Pope

No issues.  Going to check on garbage can.

Gym: Pope

Meeting fell through with the Tribal Leader.
