Town of Clover – Meeting Minutes

Board Meeting

February 11, 2026, at 7:00 pm in the Town Hall (gym).  Located at 86870 Lenawee Road Herbster, WI

Call to order at 7:00 pm

Roll call:  Mark Pope, Randy Kohlman (by phone), Erik Felt, Donna Lundin, Tracy Gillespey and Kristin Mintzlaff. Not present: Brandon Madison.

In attendance: Mark Filonowich, Lois Palmer and Neil McClelland.

Motion by: Erik Felt/sDonna Lundin to approve the February 11, 2026, agenda.

Carried unanimously.

 

Public comment (3-minute limit).

 

Approval of minutes of January 14, 2026, Board Meeting.

Motion by: Donna Lundin/sErik Felt to approve the minutes of January 14, 2026, Town of Clover Board Meeting.

Carried unanimously.

 

Approval of the Treasurer’s report.

January 2026

Motion by: Erik Felt/sDonna Lundin to approve the January 2026 Treasurer’s report.

Carried unanimously.

 

Approval of expenditures* See batch T-0211.

Motion by: Donna Lundin/sErik Felt to approve batch T-0211.  Carried unanimously.

 

Business: Discussion and action may occur on any of the following agenda items.

 

Touve Road- Discussion had-Mark Pope met with the Town Lawyer.  Mark summed up the response from the Town Lawyer as “the Town Board is not required to take any specific action or pass any specific resolution on this issue at this time based solely on a landowner’s informal request for clarification or a ROW width”.

 

Special Board meeting-February 18^th-regarding the Fire Department. Board will be meeting at 6:00 pm in the meeting room to discuss looking into possible consolidation of Fire Departments.

 

Ambulance Meeting-February 25^th.  The four towns will be meeting at 6:00 pm in the meeting room to discuss contracts.

 

Town Plan Commission: Pope

No meeting was held.

 

Fire Department: Felt

No report.  Erik will be looking into possible donations for the fire department from Fig Leaf.

 

Ambulance: Felt

No report.  The South Shore ambulance has changed billing companies.

 

Campground: Brandon Madison

No report.  Tracy Gillespey stated that quite a few reservations have been booked for the season already.

 

Playground: Madison

No report

 

Cemetery: Lundin

No report

 

Roads: Pope

Town crew has started trimming tree branches that have been hanging over the roads.  Salt and sand have been spread on the hills and curves of the roads.

 

Boat Launch/Bark Bay Slough: Pope

The town was notified that there has been an issue getting the parking tickets into the upper drop box.

 

Gym: Pope

The door and key fob system has been ordered.  Once the key fob system is in place, a fob will be needed to enter the gym.

 

Future agenda:

Revisit live stream broadcasting for town meetings.
