Regular Board Meeting

March 13, 2024 7:00 pm

Minutes

Called to order at 7:00 PM

Roll Call: Present:  Steele, Rebak, Gillespey, Morelli (by video), Felt, Smith, and Mintzlaff absent Pope.

Also present Mark Filonowich, Tim Heistein, Maureen Felt, Roger Pikus, Mike Sine, Cindy Lazorik, Gordon Wyman, Pete Wagner, Pete Berton, Toni Holly, Jen Schierman, Lacey Lueth and Lois Palmer. 

NOTE:  The Regular Town of Clover Meeting will be adjourned at or about 8:00 pm.  The Chair may reorder the agenda to accommodate the time limit.

Expenditures: Motion by Felt/sSteele to approve Batch T-0313 carried unanimous.

  • Discussion/Likely Action re: to creation of a committee for security and technology issues involving the Town—Felt

Adhoc committee formed to include the following members, Mark Pope, Erik Felt, Tracy Gillespey and Mark Filonowich.

  • Discussion and Decisions re: to the Annual Meeting:
    • Format for the Annual Meeting—Steele (see packets) Written or Oral and possible 5 year plans to be included.
    • Date is Tuesday, April 16 at 7:00pm in the Town Hall (Historic Gymnasium)
    • Written Reports due to Tracy by? (perhaps no later than April 14)
  • Update: discussion and update on the microgrid project—Felt funding approved waiting on time frames.
  • Culture, Education and Recreation: Public Comment regarding any of the items in this section
    • Discussion/Likely Action related to opening the Campground for the last weekend in April—Smith

Motion by: Smith/sFelt to approve the opening of the Campground for the last weekend in April. Carried unanimous.

  • Public Works: Public Comment regarding any of the items in this section
    • Discussion/Likely Action related to:
      • Requests for Gravel Bids—Steele Carried by consensus
      • Purchase of a truck load of liquid Calcium Chloride for application to ~1 ½ miles of non-contiguous road bed–Steele Deferred
      • 20240313 Policy and Procedure for Application of Calcium Chloride to Road Beds by Property Owners—Steele

Motion by: Steele/sRebak to adopt Policy and Procedure 20240313 for Application of Calcium Chloride to Road Beds by Property Owners

carried unanimous.

  • Road Review Date—Steele (perhaps June 18 @ 9:00am)

Road Review Date will be June 20th at 12:00 p.m.

  • Employee Handbook revision to page 4, 5.6—Steele (see packets) Deferred.
  • Future Agenda Items:
    • Discussion/Perhaps Action related to replacing BPR culverts between Hesse Road and Bowman west driveway, not including those on the hill (as any of these are being replaced with TRI) plus the culvert going toward Bark Bay Road from BPR on Lefty’s Road that currently moves the drainage from the hill—awaiting final decision re TRI

Reports

  • Ambulance: Felt – 3 calls
  • Fire Department: Felt- 0 fires  no new members yet.
  • Health & Human Services:
    • Cemetery: Rebak – 0 burials Clean up the week of April 1st – 14th
  • Education, Culture, and Recreation:
    • Campground: Smith – shed is almost done.  Permits from Bayfield County for the shed and walking paths for the Town Park and Campground.
    • Playground: Rebak the boats tarp will be removed late April or May.
    • Boat Parking: The Boat Launch Committee meeting will be held on March 27th at 5:30 p.m.
    • Bark Bay Slough:
