Call to Order: 7 pm
Roll Call: Pete Berton, James Stemwedel, Keith Koenning (chair); Chris Lehnert and Beverly Steele, absent.

Announcements:

1) Town Public Hearing on the 2023-2043 Comprehensive Plan and Future Land Use Map held on August 16 at 7 pm at the Gym. Plan adopted by the Town Board in Ordinance #20230816. All taxpayers will receive in the US Mail a copy of Part One of the Plan. Parts One and Two will be available online at the Bayfield County Planning and Zoning Department website. All out of pocket expenses for the Plan have been reimbursed to the Town by the Wisconsin Coastal Management Program.

New Business:

1. Class A Special Use Permit for grading more than 200 square feet within 1,000 feet of Lake Superior for a driveway and turnaround at 89350 Bark Point Rd in R-RB by Hydra Properties (Christopher G and Katherine M R Larson).

Consensus recommendation to the Town Board: Goal 1 of the Coastal Resources element of the Comprehensive Plan is to protect the shoreline and water quality of Lake Superior. The driveway and turnaround must comply with the Town of Clover Driveway Ordinance.

2. Class A Special Use Permit for grading more than 200 square feet within 1,000 feet of Lake Superior for a driveway and turnaround at a property between 89340 and 89360 Bark Point Rd in R-RB by Patrick J and Angela J Digmann.

Consensus recommendation to the Town Board: Goal 1 of the Coastal Resources element of the Comprehensive Plan is to protect the shoreline and water quality of Lake Superior. The driveway and turnaround must comply with the Town of Clover Driveway Ordinance.

3. Class A Special Use Permit for one short-term rental at 14250 Touve Rd in R-RB by Michael C and Rebecca L Fruncillo. The chair noted this is an after the fact STR and that the current owner is bringing the STR into compliance with regulations, and that the previous owner established the STR several years ago before the proliferation of STRs in Clover during the past five years.

Consensus recommendation to the Town Board: Goal 2 of the Housing element of the Comprehensive Plan acknowledges that at this time the Town cannot limit the number of short-term rentals and states in Objective D the possibility of the establishment of a maximum number of short-term rentals, if state law changes, to maintain the existing quality of life and unique rural character of the Town of Clover, and to prevent becoming a “resort community.” Conditions: 1) This permit is not transferable if the property is sold. 2) Prior to advertising and rental, the property owner must have a Wisconsin Tourist Rooming House License issued by the Bayfield County Health Department, and a Town of Clover initial short-term rental license.
