Town of Clover Plan Commission

September 6, 2022, 7 pm

Call to Order: 7 pm

Roll Call:  Chris Lehnert (vice-chair), Pete Berton, Beverly Steele (Town Board), James Stemwedel, Keith Koenning

Approval of Minutes:  August 2 Minutes approved without objection.

 

Announcements:

 Report on activities of the 2023-2043 Comprehensive Plan Committee:

  • Plan Committee chair Erik Felt met with Jason Laumann and Megan Mader of the Northwest Regional Planning Commission for discussion about the survey and first public meeting.
  • The Plan Committee met on August 22 and established work group leadership and membership.
  • The next Plan Committee meeting is scheduled for September 19th.
  • Beverly Steele reported that the Land Use and Future Land Use Map work group is active.

 

New Business:

  • Class A Special Use Permit for grading more than 200 square feet within 1,000 feet of Lake Superior at an address to be assigned between 88845 and 88875 Bark Point Rd by Timothy McRaith and Denise Degidio.
  • Class A Special Use Permit for grading more than 200 square feet within 1,000 feet of Lake Superior at 89055 Bark Point Rd by William and Mary Ernst.
  • Class A Special Use Permit for grading more than 200 square feet within 1,000 feet of Lake Superior at approximately 89340 Bark Point Rd (address to be assigned) by Jeremy and Sara Downs.

Each permit application indicates that the purpose of the grading is for a driveway and/or home site.  The zoning of each parcel is R-RB (residential–recreational business).  The McRaith/Degidio and Downs parcels do not have address signs.  The reported acreage of the parcels is 2.63, 3.92, and 4.2, respectively.

The chair received two e-mails expressing concerns about the scope of the grading.  The chair acknowledged that the agenda could have noted that in each case the grading is for a driveway and/or home site.  One correspondent said: “I also am concerned that disturbance this close to the lake is contrary to the rural character we outlined in our comprehensive plan. It sure impacts the view of the shoreline from the water.”  The chair noted that the that the shoreline is a not to be disturbed buffer zone (except for a limited viewing corridor) from the ordinary high water mark to a line that is 25 feet closer to the ordinary high water mark than the required shoreline setback.

As to the McRaith and Degidio application consensus recommendation to the Town Board:

Goal 1 of the Comprehensive Plan supports housing.  Approval with conditions:  Ingress and egress of the driveway must comply with the Town of Clover Driveway Ordinance.  Obtain a Bayfield County address sign.

 

As to the Ernst application consensus recommendation to the Town Board:

Goal 1 of the Comprehensive Plan supports housing.    Approval with a condition:  Ingress and egress of the driveway and building site must comply with the Town of Clover Driveway Ordinance. 

 

As to the Downs application consensus recommendation to the Town Board:

Goal 1 of the Comprehensive Plan supports housing.    Approval with conditions:  Ingress and egress of the driveway and building site must comply with the Town of Clover Driveway Ordinance.  Obtain a Bayfield County address sign.
