Board Meeting
September 10, 2025, at 7:00 pm in the Town Hall (gym). Located at 86870 Lenawee Road Herbster, WI
Call to order at 7:00 pm
Roll call: Mark Pope, Jack Smith, Erik Felt, Tracy Gillespey, Kristin Mintzlaff, Brandon Madison and Randy Kohlman.
In attendance: Mark Filonowich, Jen Schierman, Patricia Murphy, Lois Palmer, Mershawn Pikus and Roger Pikus.

Motion by: Brandon Madison/sErik Felt to approve the September 10, 2025, agenda.
Carried unanimously.
Public comment (3-minute limit).
Approval of minutes of August 13, 2025, Board Meeting.
Motion by: Randy Kohlman/sErik Felt to approve the minutes of the August 13, 2025, Town of Clover Board Meeting. Carried unanimously.
Approval of minutes of August 25, 2025, Special Board Meeting.
Motion by: Erik Felt/sRandy Kohlman to approve the minutes of the August 25, 2025, special board meeting. Carried unanimously.
Approval of the Treasurer’s report.

Motion by: Brandon Madison/sJack Smith to approve the August 2025 Treasurer’s report.
Carried unanimously.

Motion by: Erik Felt/sBrandon Madison to approve batch T-0910. Carried unanimously.
Business: Discussion and action may occur on any of the following agenda items.
Mileage reimbursements for town business.
Defer
Snowplowing for town residents-should we continue/rates to be changed.
Motion by: Brandon Madison/sJack Smith to continue snowplowing for town residents at the rate of $165.00 per driveway.
LRIP Discussion/Contacting Engineering firms for improvements for Bark Point Road.
Discussion had regarding Mark Pope contacting Cooper Engineering firm to get a fee for them helping with this project.
Participating Town Advisory Board will be meeting on September 24 at 5:00 pm.
Discussion had regarding Town Advisory meeting.
Campground update-Patty Carpenter.
Patty was unable to make the meeting.
Set date for Special Board Meeting for a limited agenda to working on the 2026 Budget.
Date is set for September 29th at 6:00 p.m.
Reports
Town Plan Commission: Pope
No meeting was held.
Fire Department: Felt
2 calls-Engine has been serviced-Tender Truck needs to be serviced.
Ambulance: Felt
13 calls for the month of July, 10 calls for the month of August.
1 mutual aid received – 1 mutual aid given.
Campground: Smith
Small projects need to be completed.
Campground closes October 14th, 2025, for the season.
Playground: Madison
Electricity in the pavilion. Port a Potty has been placed.
Cemetery: Madison
1 burial.
Roads: Pope
Town crew has been working on 7-mile road and the battle axe towards 236.
Ditching is complete for the year.
Calcium chloride has been preordered for next year.
Boat Launch/Bark Bay Slough: Pope
No issues.
Gym: Pope
Curtains were fixed but one is coming down again due to someone trying to open the curtain.
Schraufnagel’s glass company will be meeting with Mark Pope to get an estimate on replacing the two inner doors when entering the Gym.
