Town of Clover – Meeting Minutes

Board Meeting

May 14, 2025, at 7:00 pm in the Town Hall (gym)

Call to order at 7:00 pm

Roll call:  Mark Pope, Tracy Gillespey, Jack Smith, Brandon Madison, Erik Felt and Kristin Mintzlaff.  Not present: Katherine Merrill.

In attendance: Pete Berton, Betsy Stevens, Lois Palmer, Mark Filonowich and John Mundahl.

Pledge of Allegiance

Approval of agenda

Motion by: Tracy Gillespey/sErik Felt to approve the May 14, 2025, agenda.  Carried unanimously.

Public comment (3-minute limit).

Approval of minutes of April 9, 2025, Board Meeting.

Motion by: Tracy Gillespey/sErik Felt to approve the minutes of the April 9, 2025, Town of Clover board meeting.  Carried unanimously.

Approval of the April Treasurer’s report.

No report given.

Approval of expenditures* See batch T-0514.

Motion by: Brandon Madison/sTracy Gillespey to approve batch T-0514.  Carried unanimously.

Business: Discussion and action may occur on any of the following agenda items.

Approval of Erin Hutchinson as the Town of Clover’s representative for the Byway Committee.

Motion by: Brandon Madison/sErik Felt to appoint Erin Hutchinson to be the Town of Clover’s representative for the Byway Committee.  Carried unanimously.

Approval of Short-Term Rental Small Wonder.

Motion by: Brandon Madison/sTracy Gillespey to approve Short-Term Rental Small Wonder.  Carried unanimously.

Approval of Short-Term Rental Lakeside Minong.

Motion by: Tracy Gillespey/sBrandon Madison to approve the Short-Term Rental Lakeside Minong with the contingency of the driveway permit approval.  Carried unanimously.

Removing the annual driveway review for Short-Term Rentals.

Motion by: Tracy Gillespey/sMark Pope to remove the annual driveway review for Short Term Rentals and change the review of driveway permits for Short Term Rentals to every three years.  Carried unanimously.

Fitness equipment grant.

Fitness equipment has been ordered. Donations were given to help make up the difference of what the grant did not cover.

Reduce the quiet time at Campground from 11pm to 10 pm. Deferred

Seasonal Post Office Box for Campground.

Post Office box for the Campground not needed.  By Consensus.

Resignation of Town Board Supervisor.

The Town of Clover Board accepted the resignation of Supervisor Tracy Gillespey.

Appointing a Town Board Supervisor to complete the remaining term.

Mark Pope appointed Randy Kohlman to complete the remaining term of Supervisor for the Town of Clover Board.  Carried unanimously.

Appointing Tracy Gillespey as Deputy Clerk.

Motion by: Brandon Madison/sErik Felt to appoint Tracy Gillespey as Deputy Clerk for the Town of Clover.  4 yeah 1 abstention.

Town Plan Commission: Pope

Meeting Cancelled

Fire Department: Felt

No calls, the new electric dispatch system is up and running. Red flag warnings.

Ambulance: Felt

Campground: Smith

The new campground hosts have arrived. The campground manager will cover for the hosts when they are off. 12 yards of dirt were brought in and grass seed planted. Doors painted on the shed and new shelves put in storage building.

Playground: Madison

The bench needs to be fixed.

Cemetery: Madison

Cemetery cleanup has not been done yet, hoping to get it done once school is out.

Roads: Pope

In the process of ditching roads. Crack Sealing will be done on Cemetery Road and Old School Road.  Ditching will be done on Cemetery Road.  Gravel will be laid on Campbell and Swedlund Roads.

Boat Launch/Bark Bay Slough: Pope

New signage is up along with the new pay station.  Slough dedication for the new sign will take place on June 5th from 4:30-6:00 pm.  Steel rods will be pushed down by the boat launch.
