Amendment #20220908-1 Ordinance #20150408 related to Haulers Dumping Septic Sludge from outside the Town of Clover Boundaries
Purpose: This Amendment was initiated by questions related to Haulers dumping into the Town of Clover (TOC) Sanitary District of Septic Sludge from outside the TOC SD. After thorough revies of the Ordinance spurred by the question above, it was found that the following changes to the Ordinance were indicated:
*To address a formatting problem, the following Amendment is made:
Change Section VII. B. from B. (top of p. 12) to 4.
*To address the question of Septic Sludge being dumped into the System from outside the TOC boundaries, the following Amendment is made:
Add to Section VII. B.
- The TOC District does not accept Septic Sludge into either the Collection System or Waste Water Treatment System from outside the Town of Clover boundaries, irrespective of the Postal Address.
*To address a formatting problem in Section VIII. E. the following heading will be added:
Add to Section VIII.
- Suspension of Dumping Privileges
Change Section VIII. E. 3. to F. 1.
*To address the issue of suspension of Dumping Privileges related to dumping of foreign Septic Sludge Dumping the following will be added to Section VIII. F.:
- Dumping Privileges will be suspended for any Hauler that dumps Septic Sludge into either the Collection System or the Waste Water System from outside the true boundaries of the Town of Clover irrespective of the US Postal Service Mailing Address.
*To address a formatting problem in Section VIII. E., the following will be either added or changed:
Add to Section VIII Section G. between E. 3. and E. 4.
- Required Review and Charge Adjustments
Delete E. 4.
Change Section VIII. E. a. through to c. to. 1. through 3. under Section VIII. G.
These Amendments to the Ordinance shall be in effect from September 15, 2022.

Amendment #20220914-2 Option 1 to Ordinance #20150408 related to Responsibilities for Connection
Purpose: This Amendment was initiated by questions raised by a Person related to connection to the System. After thorough review of the Ordinance spurred by the question above, it was found that the following changes to the Ordinance were indicated:
*To maintain consistency throughout (see: Section I. K., Section IV. D. 1. & Section X. A. & B.) in relation to responsibilities for connection to the Collection System Main the following change will be made to Section X. A.
Delete “…within the limits of the District from the street main to the property line and including all controls between the same…”
*To maintain consistency of language between the Ordinance and Appendix A (see: Section IV. E. 2. &3. of the Ordinance and Annual Fee Review Worksheet for Appendix A, I. d. i. & ii.) the following language change is made to the Annual Fee Review Worksheet for Appendix A.: NOTE: Any partial assessment collected in the initial assessment, adjusted for inflation, will be subtracted from the special charge.
Change I. d. ii from special assessment to special charge for connection
This Amendments to the Ordinance shall be in effect from September 15, 2022.

Amendment #20220914-2 Amendment to Ordinance #20150408 related to Connection to the System
Purpose: This Amendment was initiated by questions raised by a Person related to connection to the System. After thorough review of the Ordinance spurred by the question above, it was found that the following changes to the Ordinance were indicated:
*To maintain consistency throughout (see: Section I. K., Section IV. D. 1. & Section X. A. & B.) in relation to responsibilities for connection to the Collection System Main the following change will be made to Section X.
Delete: “…from the public sewer system within the limits of the District from the street main to the property line…”
Insert: “…from any Lift Station, including any Force Main from the Street Main to the Lift Station…”
Thus, Section X. B. (was X. A.) shall read: The District shall maintain the public sewer system within the limits of the District from any Lift Station, including any Force Main from the Street Main to the Lift station, without expenses to the property owner, except when any damage is a result of negligence or carelessness on the part of the property owner, a tenant, or an agent of the owner, in which case required repairs will be made at the expense of the property owner.
*To maintain consistency of language between the Ordinance and Appendix A (see: Section IV. E. 2. &3. of the Ordinance and Annual Fee Review Worksheet for Appendix A, I. d. i. & ii.) the following language change is made to the Annual Fee Review Worksheet for Appendix A.: NOTE: Any partial assessment collected in the initial assessment, adjusted for inflation, will be subtracted from the special charge.
