Meeting Minutes

 

Wednesday, February 14, 2024 to follow immediately after the Town Board Meeting, likely by 8:00 PM or later in the Meeting Room of the Town Hall/Historic Gymnasium. 

The public is invited to attend, you may walk at any time even though the door is closed—for heat conservation–, you will need to sign for the record, but there is no requirement to sign in separately if you wish to speak during the Public Comment Periods.  You may comment on anything that is not on the agenda during the General “Public Comments”.  You may comment on any specific Agenda Item prior to the Commissioners discussion.  All comments by a specific person will be limited to three (3) minutes.

Reports:

  • Operations:
    • All the usual monthly inspection, testing and reports were completed for January, except perhaps the DNR Report. Steele is emailing Eric (our DNR Contact) asking how to complete the monthly report to them).
    • Raw Lab Reports: within normal limits
    • Dump Station Reports:
      • Birch Street:
        • November: Estimated=55,907 Gal;  Actual=74,200 Gal  Fairly large difference
        • December Estimated: 16,000 Gal; Actual=45,850 Gal Big Difference All within the TOC Boundaries
        • January 2024 Estimated: 000 Gal Actual=50,150 Gal Again a really large difference between estimated Gal and actual.  All within the TOC Boundaries
      • #2:
        • December: 7427 Gal all within TOC
        • January: 5,289 Gal all within TOC

 

  • Birch Street reports that all dumps are less than 1 year in the tank, including those that are less than 700 gal.
  • Mark Ehlers, President, Town of Bell SD reports that he has given various haulers permission to dump septic sludge from holding tanks outside the boundaries of TOB into the TOB SD Lagoons as he is tired of writing letters to the haulers that they dumped holding tank sludge on to their system from other Towns (the dedicated pond for holding tank sludge is not yet out of the planning stage). He reports that he will be keeping a close eye on the lagoons so as not to overfill them.  Some of our holding tank owner’s sludge has been dumped in the TOB SD Lagoons.  At this time Birch Street is not charging more than the usual total (going up by $4.00/2,000 gal starting with January.  This is due to the Town of Clover SD raising the holding tank dumpers $4.00/2,000 gal to $24.00/2,000 gal.  Birch Street is paying the rate for 2,000 gal of $32.00 to TOB SD and taking a cut in the price they keep from the charge for dumping the TOC holding tanks into the TOB SD.  Thus, the charge Birch Street charges the TOC holding tank households for dumping into the TOB SD remains the same as if it were dumped into the TOC Lagoons.
  • Lift Stations #s 3 &4 small pumps that the SD is responsible for. These pumps are greater than 27 years old. #4 experiences some pump failure.  There are 2 pumps in that station.  Wiikibon Ininni came out and took the failing pump in to be fixed.  It is being rewound.  I believe they have delivered another pump to this station and when the old pump is repaired it will be utilized as a backup pump should others fail.  We will keep a backup pump in the SD Building.
  • Lift Station #2 likely has old pumps in it also. Steele is not sure what type and size these pumps are.  They are likely pumps as old as the SD Collection System.  Our SD came online in 1986.  We may need to obtain a backup pump for this lift station also.
