Town of Clover Plan Commission
November 2, 2021, 7 pm

Call to Order: 7 pm
Roll Call: Chris Lehnert, James Stemwedel, Pete Berton, Keith Koenning. Sheryl Isaksson, absent.

Announcements: At some time in the future, the Town may wish to expand the number of sites at the campground. A Conditional Use permit would be required to do so, as the campground existed before Bayfield County adopted the Zoning Code. The Conditional Use permit application is on the Planning and Zoning Committee November meeting agenda. The Town Chair and TPC Chair discussed this and agreed that a referral to the TPC could be made, but was not required, and in this case would not be beneficial.
Approval of Minutes: October 5, 2021 Meeting Minutes approved by consensus.
Old Business: On October 13 the Town Board approved the recommendations from the October 5 TPC meeting. The Wisconsin Coastal Management grant application was submitted on November 1, and TPC members were provided with a copy of the submission.
New Business:
- Class A Special Use Permit for a residence in F-1 zoning (40 acres), 85900 Bark River Road by James E Pederson. Mr. Lehnert reported that his drive by observation confirmed the presence of a red address sign and a driveway. Consensus recommendation to the Town Board for approval. A single family dwelling on 40 acres is consistent with Goal 5 of the Comprehensive Plan, maintaining the existing quality of life and unique rural character of the Town of Clover, and Section 4.9 regarding housing and the unique rural character of the Town.
- Class A Special Use Permit for a residence in A-1 zoning (28 acres), 86232 Bark River Road by Patrick and Anne Christensen. Mr. Lehnert reported that his drive by observation confirmed the presence of a red address sign and a driveway. Consensus recommendation to the Town Board for approval. A single family dwelling on 28 acres is consistent with Goal 5 of the Comprehensive Plan, maintaining the existing quality of life and unique rural character of the Town of Clover, and Section 4.9 regarding housing and the unique rural character of the Town.
- Class B Special Use Permit for a garage (shed) in Commercial zoning (.69 acres), 87035 Bark Point Road by Barbara Wittwer. Consensus recommendation to the Town Board for approval. This property was formerly a commercial establishment, sometimes referred to as the “old creamery.” The Future Land Use Map of the 2003-2023 Clover Comprehensive Plan shows the property use as residential. There is a residential property adjacent to the property. If the property were zoned Residential, a Special Use Permit would not be required for a garage (shed).
Future Business: There was brief discussion of the 2023-2043 Comprehensive Plan process.
