April 10, 2024

Minutes

Call to order at 7:00 PM

Roll Call: Steele, Rebak, Smith, Felt, Pope, Gillespey and Mintzlaff absent Morelli.

NOTE:  The Regular Town of Clover Meeting will be adjourned at or about 8:00 pm.  The Chair may reorder the agenda to accommodate the time limit.

  • Congratulations to Jack Smith on his reelection to Supervisor and to Brandon Madison on their election as Supervisor
  • Many thanks to Barb Rebak for her many years of service (11 years) to the Town as Supervisor. We will miss her presence and especially her deep knowledge of the historic perspective regarding the Town of Clover (Herbster).

Motion by Steele/sFelt to appoint Mark Pope as member to the Bayfield County Sceinic By-Way Committee. Carried Unanimous.

Public Safety:

Discussion/Likely Action related to:

  • Resolution #20240410, Address Issues related to Severe Shortage of Emergency Services Volunteers with Particular Reference to Training and Registration—Steele (see packets)

Motion by Pope/sFelt  to adopt Resolution #20240410 Policy regarding Issues related to Severe Shortage of Emergency Services Volunteers with Particular Reference to Training and Registration. Carried Unanimous.

      • A Special Board Meeting for Opening Gravel Bids, perhaps just prior to the Annual Meeting April 16—Steele

Special Board Meeting will be held April 16, 2024 at 6:30 p.m.

  • Purchase of a truck load of liquid Calcium Chloride for application to ~1 ½ miles of non-contiguous road bed–Steele (still no word as to price of a truck load of Liquid Calcium Chloride as of 4/3/24—thus will defer) Deferred
  • Employee Handbook revision A, B or C or other to page 4, 5.6—Steele (see packets) Deferred

    • Discussion/Likely Action related to
      • Grant Proposal for Fitness Equipment to the Bayfield Health Department—Steele/P. Murphy

Motion by Pope/sSmith to approve to apply for Grant for Fitness Equipment to the Bayfield Health Department.  Carried Unanimous.

  • Recommend to Bayfield Zoning Committee approval of pathway and fitness equipment placement at Cornel Park and at the Campground–Steele (see TOC Minutes for April in packet)
  • Motion: by Steele/sPope to recommend approvel for pathway and fitness equipment at cornel park and campground with TPC recommendations included.Carried unanimous.

Reports

  • Ambulance: Felt – no report.
  • Fire Department: Felt – 0 calls. One person taking training.
  • Health and Human Services:

Cemetery:  Rebak – new Kiosk is almost complete.

  • Education Culture and Recreation:

Campground:  Smith – purchased new lawn mower for campground use.  Turned on water.  Storage shed will be arriving around the middle of May.

Playground:  Rebak – Still covered for the winter.

Boat Parking: Pope – Going to check if no parking signs have been ordered. New collection box.  Improvements to driveway and come up with different ideas for vehicle parking.

Bark Bay Slough:  Pope – Looking into possibly selling boat launch parking passes and selling them at local businesses.

  • Future Agenda Items:
    • Discussion/Perhaps Action related to replacing BPR culverts between Hesse Road and Bowman west driveway, not including those on the hill (as any of these are being replaced with TRI) plus the culvert going toward Bark Bay Road from BPR on Lefty’s Road that currently moves the drainage from the hill—awaiting final decision re TRI. Still no word as to whether or not the TRI has been funded (4/3/24)
    • Talking to local businesses regarding the selling of boat launch parking passes.
    • Painting of lines at Town Park and fencing at Fisherman park.
