NOTE: feel free to come into the Meeting Room any time, the door may be closed to conserve heat. The public is invited to attend, you may walk at any time even though the door is closed—for heat conservation–, you will need to sign for the record, but there is no requirement to sign in separately if you wish to speak during the Public Comment Periods. You may comment on anything that is not on the agenda during the General “Public Comments”. You may comment on any specific Agenda Item see the NOTE at “BUSINESS:” below. All comments by a specific person will be limited to three (3) minutes.

o Town Hall/Historic Gymnasium: Steele
–Gym Users: PLEASE change into gym shoes prior to using the gym. PLEASE put the equipment away after use. There have been some mornings when the Town Officials have come in and found balls lying around on the floor or stage, and the pickle ball net has not been returned to its carrier. There is no employee available to pick up after your use. There is no fee for use of the gym. You are responsible for picking up after your use. On at least two (2) occasions, the gym was left at night with equipment (balls, paddles and the like) cluttering the gym floor. It would be a shame if the gym were closed to responsible use because some users are not responsible users. There is no regular monitors available to assure that users return the equipment they use to their proper storage places. If permanent residents suggest that temporary residents or guest can use the gym (a completely appropriate action currently), then these temporary residents or guests need also to be advised that there is a requirement to pick up after use.

— Ad Hoc Committee for ATV/UTV use on TOC Roads–Merril

– Public Safety: NOTE: The Town is in need of emergency personnel both for the Herbster Volunteer Fire Department (HVFD) and the South Shore Area Ambulance (SSAA). Please
consider becoming a Volunteer to protect your Town(s) by joining either the HVFD, or the SSAA or both. These little Towns depend on volunteer emergency services. There is no one
sitting in either the Fire or Ambulance Halls awaiting calls. Contact the Town Office (715)774-3780 and leave a message or email tnclover@cheqnet.net and someone will put you in touch
with either the Fire Chief, Assistant Fire Chief or the Director of the SSAA.

– Public Works:

 The Town has a contract with Lund Engineering for the Bark Point Road rebuild from Hesse Road northeast to the West driveway to the Boman Property. Lund Engineering submitted grant requests for TRI funding: The 1st was for prep work for a future TRID/TRIS proposal. The TIR proposal was to replace the 7 culverts under the area in question on BPR including some ditching plus lowering all 7 culverts. The DOT rejected this proposal as it was to culvert laden and not enough “road” work. They require that 100’ of roadway surrounding each culvert be repaved.
o The 2nd iteration of the TRI was to place one (1) culvert under the unpaved portion of BPR on the uphill portion after Lefty’s Road going toward the point, plus replace the culvert ~100’ on Lefty’s Road going toward Bark Bay Road from the intersection with Bark Point Road, plus add a culvert under the intersection of Bark Point Road and Lefty’s Road—this was rejected because Lefty’s Road has a PACER rating greater than four (4). Four or less is required for a TRI, TRID or TRIS.
o The 3rd iteration of the TRI was submitted to add a culvert under the portion of Bark Point Road from which the pavement was removed due to floating black top. Ditching, and a strong base would be added plus this portion of the road would receive blacktop. It appears that this iteration is satisfactory to the DOT, however a final decision on which requests receive funding is not made until January 15 by the DOT.
 Lund Engineering also submitted the grant for a LRIP TRID/TRIS grant for scoping prior to the 11/01/23 deadline. This grant (if received) is for completion of the BPR rebuild.
 Cold Patch for repairing potholes on the paved town roads is present. The Crew is awaiting greater than 40-degree weather so that the cold patch has the best chance of providing successful pothole repair.
 Salt for inclusion with the sand is now present and mixed with the sand in preparation for winter conditions on the Town roads.
 The Crew is still going to mow the ditches and shoulders of the roads this fall. Please continue to keep items you wish to keep out of the ditches and shoulders.
 Discussion is underway regarding landing pads and a crosswalk at the intersection of State Highway 13 and Lenawee Road/Bark Point Road. There is consideration
of creating a pathway from this intersection to the Alley north of Willow Road (providing a walkway to the playground) and continuing east on the alley to the Town Park (the area surrounding the lagoon), creating a walkway around the lagoon to include utilizing the alley at the south end of the lagoon and continuing around the lagoon on the east side, crossing over at the intersection of Park Avenue and Frontage, continuing to the ATV trail the proceeds to the Campground. This would satisfy the requirement that there is a path with a destination. The question of what constitutes a landing pad on both sides of the intersection with State Highway 13 is continuing to be pursued.

 Ryan Magna of DOT called regarding non-permitted watercraft stored at Slough (concern is for Spit Residents to have room for their watercrafts—this is their car
