Called to order at 7:00 PM
Roll Call: Present: Steele, Gillespey, Isaksson, Stemwedel, Smith, Fuller, Morelli, Also present Mark Filonowich, James Stemwedel, Keith Koenning, Barb Rebak, Lois Palmer.
Minutes: Approval of minutes of the December 8, 2021 TOC Regular Board Meeting.
Treasurer’s Report for December.
Expenditures: Motion by Steele/sStemwedel to approve Batch T-0112 Carried Unanimous.
Business: Discussion and action may occur on any of the following agenda items.
Rescind motion to call a special meeting of the electors for January 26 at 7:00pm regarding the 10% raise to the board from April 20, 2021.
Motion by: Fuller/sSteele to rescind the special meeting of the electors for January 26th 2022 regarding the 10% raise to the board from April 20 2021. Carried Unanimous.
60.32 Compensation of elective town offices.
(1) Established by town meeting or board.
(a) Except as provided under par. (b) and s. 66.0507, the town meeting shall establish the compensation of elective town offices.
(b) If authorized by the town meeting under s. 60.10 (2) (k), the town board shall establish the compensation of elective town offices, other than the office of town board supervisor.
(2) Nature of compensation. Compensation under this section may be:
(a) An annual salary.
(b) A per diem compensation for each day or part of a day necessarily devoted to the service of the town and the discharge of duties.
(c) A combination of pars. (a) and (b).
(3) Changes during term. Subject to sub. (4), the town meeting or, if authorized to establish compensation, the town board may make a change in the compensation of an elective town office to take effect during the term of office.
(4) When established. Compensation under this section shall be established prior to the latest date and time for filing nomination papers for the office. After that date and time, no change may be made in the compensation of the office that applies to the current term of office.
How to reimburse 10% overpayment
Motion by: Steele/sFuller that starting with the January pay for elected officers the pay revert to 4/20/21 salary and continue as such, unless and until the electors approve a raise for elected officials at a properly noticed electors meeting containing a specific agenda item related to any proposed raise and further that it not be prior to the November 2022 public hearing on the budget. Carried Uanimous.
Note: Steele apologized to the electors for the error made unknowingly, and paid the town $2,405.48 to cover the cost of the clerk, treasurer and two supervisors salary increases and taxes from April-December 2020. Fuller paid back $466.64.
Short term rentals
Motion by: Steele/sStemwedel to have the chairperson contact the town assessors to look into taxing STR as commercial properties. 4 yes 1 no
Also looking into raising annual license to the town.
Phone in meetings
Motion by: Steele/sStemwedel to allow elected offices to attend meetings by electronic means. Carried Unanimous.
Taxpayment overage reimbursement limit.
Motion by: Steele/sStemwedel for the Treasurer to reimburse tax overpymnt $2.00 or more, under $2.00 to by placed in line item (overpayment of taxes), which could be used for underpymnt of less than $2.00 if funds are available. Carried Unanimous.

Ambulance: Stemwedel 7 calls in December and 91 calls for the 2021 year.
Town Park/Campground: Smith picnic tables to be worked on, the campground permit is in place. Contacting person for spring projects.
