Town of Clover – ATV/UTV/Snowmobile Ad Hoc Committee Meeting
MINUTES – Wednesday, January 17, 2024
This meeting is a working meeting of the ATV/UTV/Snowmobile Committee established by the TOC Board of Supervisors. Public comment may be entertained at a later date.
Call to order: 5:30p
Attendance: Katherine Merrill, Chair; Jennifer Schierman, Secretary; Brandon Madison, Mark Filonowich, Roger Pikus, Mike Sine; Ex-Officio: Barb Rebak & Pete Berton; Toni Holly (5:33p)
KM – Reminded public this meeting is a working session for the committee to gather information, and public comment may be entertained at a later time.
KM – Updated the committee that the ex-officio members (Barb Rebak & Pete Berton) are voting members of the committee. Committee Working Session – Open discussion relating to potential revisions to ATV/UTV/Snowmobile routes and regulations on town roads within the Town of Clover. Identify areas of common agreement and prioritize areas/issues to be addressed.
KM – Suggested we refer to Goals J, K, & L under the Transportation section within the TOC Comprehensive Plan. Discussion followed regarding who completed surveys, how the results were tabulated.
KM – Identified Bark Point Road as main point of discussion, consensus from the committee. Discussion followed identifying speed limits, safety, signage, noise, dust, public access, boat launch use as concerns.
MS – Current TOC ATV & Snowmobile Ordinance(s). Discussion possibly updating the current ordinance to align with DNR rules & regs.
BR – Herbster depends on tourism. Discussion of the multiple points of interest (campground, boat launch, beaches) that are a draw to Herbster, Bayfield County widely promotes tourism.
BM – Businesses depend on tourism year-round. Discussion on ways local businesses could provide education, promote signage.
TH – Requested to invite DNR Conservation Warden to future meeting to provide current rules/regulations for Bayfield County. Discussion on how this resource may benefit the committee.
MS – Requested to invite BayCo Rec Officer to future meeting to provide current rules/regulations for Bayfield County to the committee. Discussion on how this resource may benefit the committee.
Set date for next meeting – Accommodate the Conservation Warden, or the BayCo Rec Officer to attend
