Called to order at 7:00 PM

Roll Call: Present:  Steele, Gillespey, Smith, Fuller, Stemwedel, by phone Morelli, Absent Isaksson Also present Lois Palmer, Guy McGuire, Burt Huyck, Ryan Frostman, Mark Filonowich.

 

Minutes: Approval of minutes of the March 9, 2022 TOC Regular Board Meeting.

Treasurer’s Report for March.

Expenditures: Motion by Stemwedel/sSteele to approve Batch T-0413 Carried Unanimous.

Business: Discussion and action may occur on any of the following agenda items.

Open gravel bids.

Motion: by Steele/sStemwedel to accept the bid from Trusty Trucking/ South Shore Sand & Gravel for the 2022 season. Carried Unanimous.

 

Class A Special Use Permit for one short term rental at 89050 Bark Point Rd. in R-RB zoning by Kevin Killam (89050 BARK POINT RD LLC).

Motion: by Steele/sSmith to approve the Class A special use for property at 89050 Bark Point Rd. with TPC recommendations. Carried 3 yes 1 abstain.

Conditional Use Permit for more than three RVs on a developed parcel at 16930 State Highway 13 in Ag-1 zoning by Burton L and Sherry L Huyck.

Motion: by Steele/sStemwedel to approve Conditional use permit for 16930 State Hwy 13 with the recommendations of the TPC. Carried Unanimous.

Request to allow people to reserve the Town of Clover Playground pavilion for events and gatherings.

Motion: by Steele/sStemwedel to allow reserving the playground pavilion first come first serve with a parking allowance from the town for one side of the street (for larger events). Carried Unanimous.

Request to no longer allow people to reserve the Town of Clover Park pavilion for events and gatherings. No action. To remain the same reserve and parking allowance.

Bumper stickers for donations at campground.

Motion: by Steele/sStemwedel to purchase 100 stickers for a trial basis, with a $5.00 suggested donation.  Carried Unanimous.

 

Opinion of the Town’s attorney on Ordinance 20201111-1, Regulating Short-Term Rentals within the Town of Clover. Need to add more information.

How to use the money allocated to the Town of Clover by the American Rescue Plan Act.

Motion: by Steele/sStemwedel to move $11820 from 533-8 to 58100-9 Boom Mower. Carried Unanimous

Select TOC board member to serve on the Town Plan Commission.

Motion: by Steele/sFuller to reappoint James Stemwedel to TPC for a 3 year term. 3yes 1 recuse, Carried.

Motion: by Stemwedel/sFuller to appoint Beverly Steele to the TPC as the TOC member 1 year term. 3yes 1recuse Carried,

Whether to submit a town road project proposal under the Bipartisan Infrastructure Law. No Action.

Resolution 20220413-1A, 2021 budget reconciliation related to 51000-General Government. No Action

Resolution 20220413-1B, 2021 budget reconciliation related to 52000-Public Safety.

Motion: by Steele/sSmith to adopt resolution 20220413-1B Carried Unanimous.

Resolution 20220413-1C, 2021 budget reconciliation related to 53000-Public Works.

Motion: by Steele/sSmith to adopt resolution 20220413-1C Carried Unanimous.

Resolution 20220413-1D, 2021 budget reconciliation related to 54000-Health and Human Services.

Motion: by Steele/sSmith to adopt resolution 20220413-1D Carried Unanimous.

Motion: by Steele/sSmith to adopt resolution 20220413-1E Carried Unanimous.

Resolution 20220413-1F, 2021 budget reconciliation related to 58000-Debt Service. No Action

Resolution 20220413-1G, 2021 budget reconciliation related to 59000-Other Financing Uses.

Motion: by Steele/sSmith to adopt resolution 20220413-1G  with corrections Carried Unanimous.

 

 

Town Plan Commission: minutes of April  12 provided.

Fire Department: tender needs repairs.

Ambulance: Stemwedel 3 calls for March, Health fair May 14th

Town Park/Campground: site prep on going, firewood in place, continued work on new sites.

Playground: Isaksson-

Roads: Fuller

Boat Parking and Launch: check with committee on DNR reg depths.

Transfer Station: Fuller Winter hours

Cemetery:

Gym: Fuller

Bark Bay Slough:

Future agenda:  BP dock/walkway.

Work Force housing.

Penalty for STR not in compliance.
