2023-2043 Comprehensive Plan for the Town of Clover

 PLAN COMMITTEE CHAIR

 Position Summary:

  • Chair of the committee composed of Work Group Leaders.
  • Directs the Plan Committee’s activities in the preparation of the 2023-2043 Town of Clover Comprehensive Plan. Schedules committee meetings and maintains records of meetings.
  • Coordinates work groups where subject areas overlap.
  • Liaison to the Northwest Regional Planning Commission (NWRPC) staff assigned to this project.
  • Schedules and makes meeting arrangements for public forums facilitated by NWRPC.
  • Oversees the Town wide survey conducted by NWRPC.
  • Coordinates Work Group report writing and provides reports to NWRPC for preparation of draft Comprehensive Plan.
  • Submits draft Comprehensive Plan to the Town Plan Commission.

Position Duration:

 The project is scheduled to be completed not later than June 30, 2023.

Position Relationships:

The Town Plan Commission chair will be the Town of Clover point of contact for the Plan Committee Chair.

2023-2043 Comprehensive Plan for the Town of Clover

COASTAL RESOURCES WORK GROUP LEADER

AND GROUP MEMBERS

 The Town of Clover coastal resources are:

  • Cranberry River
  • Bark River
  • Bark Bay Slough State Natural Area
  • 12 miles of Lake Superior coastline, including the Herbster beach and boat launch
  • 12 miles of Lake Superior Water Trail
  • National Scenic Byway, State Hwy 13

 The Work Group Leader overseas Group Members in accomplishing the following:

  • Review and analysis of the coastal resources element in the 2003 Comprehensive Plan, and review of other comprehensive plans of towns and counties with coastal resources.
  • Interview persons with interests in Clover’s coastal resources, for example kayak outfitters, users of the boat launch and rivers, DNR representatives, and Town officials.
  • Identify current issues affecting the coastal resources and possible programs to address the issues. Identify potential future issues.
  • Propose Town wide survey questions on coastal resources. The survey will be administered by the Northwest Regional Planning Commission (NWRPC).
  • Participate in the planning for a public meeting on coastal resources facilitated by the NWRPC.
  • Prepare a draft of the text of the coastal resources element of the Comprehensive Plan. The NWRPC will use the draft to prepare the text for the Plan in a format consistent with other elements of the Plan.

 Duration:

 The project is scheduled to be completed not later than June 30, 2023.

AGRICULTURAL, NATURAL, AND

CULTURAL WORK GROUP LEADER

AND  GROUP MEMBERS

 This work group will address the following:

  • Agricultural resources
  • Forest resources
  • Wildlife habitat and species
  • Climate impacts
  • Mineral resources
  • Water resources (coordinated with the Coastal Resources work group)
  • Cultural and physical historical resources

 The Work Group Leader overseas Group Members in accomplishing the following:

  • Review and analysis of the agricultural, natural, and cultural resources element in the 2003 Comprehensive Plan, and review of other comprehensive plans of towns and counties with similar resources.
  • Interview persons with interests in these resources.
  • Identify current issues affecting the resources and possible programs to address the issues. Identify potential future issues.
  • Propose Town wide survey questions on these resources. The survey will be administered by the Northwest Regional Planning Commission (NWRPC).
  • Participate in the planning for the public meeting which includes these resources facilitated by the NWRPC.

 HOUSING, TRANSPORTATION, UTILITIES AND COMMUNITY FACILITIES, ECONOMIC DEVELOPMENT, AND INTERGOVERNMENTAL COOPERATION

WORK GROUP LEADER AND GROUP MEMBERS

 This work group will address the following comprehensive plan elements:

  • Housing
  • Transportation
  • Utilities and Community Facilities
  • Economic Development
  • Intergovernmental Cooperation

This work group has a wide range of responsibility and it is expected that much of the content of these elements in the Town of Clover Comprehensive Plan will refer to information in the Bayfield County Comprehensive Plan being prepared at the same time as the Clover Plan.

 The Work Group Leader overseas Group Members in accomplishing the following:

  • Review and analysis of these elements in the 2003 Comprehensive Plan, and review of other comprehensive plans of towns and counties similar to Clover and Bayfield.
  • Interview persons with interests in these resources.
  • Identify current issues affecting the resources and possible programs to address the issues. Identify potential future issues.
  • Propose Town wide survey questions on these resources. The survey will be administered by the Northwest Regional Planning Commission (NWRPC).
  • Participate in the planning for the public meeting which includes these resources facilitated by the NWRPC.
  • Prepare a draft of the text of these elements of the Comprehensive Plan. The NWRPC will use the draft to prepare the text for the Plan in a format consistent with other elements of the Plan.

 ISSUES AND OPPORTUNITIES, IMPLEMENTATION

WORK GROUP LEADER AND GROUP MEMBERS

 This work group will address the following comprehensive plan elements:

  • Issues and opportunities
  • Implementation

This work group will provide background information on the Town of Clover, including census data, local government information, and will identify changes that our occurring in the Town and what the future might look like.  It will identify programs and specific actions that might occur based on the content of the Comprehensive Plan.

 The Work Group Leader overseas Group Members in accomplishing the following:

  • Review and analysis of these elements in the 2003 Comprehensive Plan, and review of other comprehensive plans of towns and counties similar to Clover and Bayfield.
  • Collect and organize demographic data.
  • Interview persons with interests in these elements.
  • Propose Town wide survey questions on these elements. The survey will be administered by the Northwest Regional Planning Commission (NWRPC).
  • Participate in the planning for the public meeting which includes these elements facilitated by the NWRPC.
  • Prepare a draft of the text of these elements of the Comprehensive Plan. The NWRPC will use the draft to prepare the text for the Plan in a format consistent with other elements of the Plan.

 Duration:

 The project is scheduled to be completed not later than June 30, 2023.

 LAND USE AND FUTURE LAND USE MAP

WORK GROUP LEADER

AND GROUP MEMBERS

 This work group will do the following:

  • Prepare the Land Use Element of the Comprehensive Plan
  • Prepare the Future Land Use Map

 The Work Group Leader overseas Group Members in accomplishing the following:

  • Review and analysis of the Land Use element and the Future Land Use Map in the 2003 Comprehensive Plan, and review of other comprehensive plans of towns and counties similar to Clover and Bayfield.
  • Interview persons with interests in Clover’s land use, past, present, and future.
  • Identify current issues affecting land use and possible programs to address the issues. Identify potential future issues.
  • Propose Town wide survey questions on land use. The survey will be administered by the Northwest Regional Planning Commission (NWRPC).
  • Participate in the planning for a public meeting on land use facilitated by the NWRPC.
  • Work closely with the Bayfield County departments of Planning and Zoning, and Land Records, regarding zoning issues, and current land maps.
  • Prepare a draft of the text of the land use element of the Comprehensive Plan. The NWRPC will use the draft to prepare the text for the Plan in a format consistent with other elements of the Plan.
  • Prepare the Future Land Use Map for the Town of Clover.

 Duration:

 The project is scheduled to be completed not later than June 30, 2023.
